Job Title: Director of Licensing, Compliance & Safety

Department: Compliance

Headquarters: Santa Maria, CA

Classification: Exempt

Reports To: President & General Manager

DEPARTMENT OVERVIEW:

The Compliance Department is committed to ensuring that the Company establishes a positive, safe working environment while complying with its legal obligations. The Compliance Department focuses on compliance with employee-related legal requirements such as Cal/OSHA regulations, pesticide use requirements, and employment standards (i.e. wage and hour). The Compliance Department also focuses on implementation and monitoring of safe workplace practices. Finally, the Compliance Department manages State and Federal licensure requirements, including management of employee recruitment through the H-2A Program and compliance with all legal requirements associated with the same.

POSITION OVERVIEW:

Reviews, evaluates, and analyzes work environments and designs programs and procedures to control and eliminate workplace injuries. Conducts inspections and enforces adherence to laws and regulations governing the health and safety of individuals. Oversees recruitment of employees through the H-2A Program and compliance with all legal requirements associated with the same. Manages State and Federal licensure requirements, including DOT and Farm Labor Contractor requirements.

ESSENTIAL FUNCTIONS:

The essential functions of the Compliance Manager are to:

  • Present as a visible leader, influencing and motivating while providing support for a strong proactive safety and compliance culture. Work collaboratively with business operations to implement innovative and proactive safety and health initiatives to reduce safety and health risks.
  • Ensure implementation and compliance of environmental, health and safety policies and procedures to include but not limited to: Injury Illness Prevention Program (IIPP), Emergency Action/Response Plan, Hazardous Communication/GHS, Machine Safety and Equipment Usage, Personal Protective Equipment, Safety Committee, Safety Training, EHS Inspections, Record Keeping and Posting Requirements.
  • Prepare and implement safety policies and procedures in compliance with local, state, and federal rules and regulations, including Occupational Safety and Health Administration (OSHA) and Department of Transportation (DOT).
  • Oversee licensing (e.g. FLC license) and employee recruitment through H-2A Program, as well as compliance with all legal requirements associated with Program participation.
  • Schedule, coordinate, and implement training to ensure individuals are trained in safety and compliance processes and procedures.
  • Promote safety engagement by facilitating and attending regular department meetings, participating in ongoing interaction and communication, assisting with safety orientation, conducting training for all new hires, supervisors, and managers, and supporting safety recognition systems.
  • Research and strategize emerging and complex risks; keep abreast of legislative/regulatory changes that may affect business functions. Plan and implement programs to train supervisors, managers, and employees in worksite safety and compliance practices to increase proficiency and promote a safety-conscious work environment.
  • Design and implement risk management and monitoring frameworks for minimizing exposures to safety and compliance hazards and risks.
  • Promotes safety and compliance awareness through internal company communication, newsletters, and specific training programs.
  • Lead safety and compliance inspections, conduct hazard and risk assessments and develop and implement appropriate follow-up plans.
  • Conduct risk assessments to help the leadership prioritize initiatives, strategies, and action plans to identify and analyze risk-related information.
  • Identify mitigation and prevention controls and implement. Includes methods of reporting and correcting hazards.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Demonstrated experience or education requirements: bachelor’s degree in related field or a combination of education, training, and applied knowledge in Agri-Business and Vegetable Production Required.
  • A minimum of 7+ years of occupational safety and health experience at a management level required.
  • Ability to travel to and stay in outside growing areas during Winter season required.
  • Demonstrated ability to work independently, and as a part of a collaborative team. Ability to prioritize deadlines & projects, including coordinating the efforts of multiple contributors, and establish time frames for completion of projects and assignments required.

  • Ability to interact constructively and employees at all levels, upper management, owners, and community members, with diverse personalities and cultures, exercising sensitivity, tact, and diplomacy with an emphasis on flexibility, customer service and professionalism required.

  • Willingness and ability to meet Company and department standards for attendance required.
  • Demonstrated proficiency with Windows operating systems and related business and communication software and a demonstrated ability to learn and use various campus administrative computing systems and applications with the ability to update and expand skills as needed required.
  • Demonstrated experience in the agriculture industry required.
  • Demonstrated understanding of occupational safety and health standards and regulatory requirements required.
  • Must possess a valid California Driver’s License and be insurable.

 

Compensation: $125,000 – $150,000 / Yearly (DOE)
